第一次世界大战期间，英俊而腼腆的雷金纳德参加一支测量队，受英政府规定，高于一千英尺为山，低于一千英尺为丘，而小镇上被当地居民视为神山的那块隆起地带刚好983英尺。人们无法接受“神山"只是英国地图上可能连标都不标的一座“小丘"这一事实，便采取捅破车胎这类手段阻止测量队奔赴下一个测量地点。之后他们更组织起来搬土上山，想在极短时间内垫高那20英尺，变丘为山。受到感染的雷金纳德也加入了填土的行列，并与当地一位女郎贝蒂陷入热恋...
